Relationship Model of the Desirable Competencies of School Administrators
Affecting Secondary Educational Management
under the ASEAN Declaration of Schools under Office of Basic Education

This research aimed to study the desirable
competencies of school administrators affecting educational management
under the ASEAN declaration of school under Office of
Basic Education Commission in three issues: 1) to study the factors of desirable competencies of secondary
school administrators 2) to develop a causal
relationship model of the desirable competencies of school
administrators affecting secondary educational management under the ASEAN
declaration and 3) to verify the causal relationship model by using mixed method research
methodology. The research was divided into 3 phases as
follows: Phase 1,
study
the factors of desirable competencies of
administrators by synthesizing related documents and research papers,
then constructing a semi-structured interview questions for interviewing 5 educational experts consisted
of executive educational policy administrators, educators
and school administrators using purposive sampling method. Data were analyzed by content analysis. Phase 2, develop a causal relationship model by creating a
hypothesis model using the data and outputs
from phrase 1 to set a draft hypothesis model of desirable competencies of school administrators that affecting educational management under the
ASEAN declaration. The hypothesis model was confirmed by focus
group discussion method of 9 educational
experts consisted of executive educational policy
administrators, educators and school administrators using purposive sampling method.
Data from focus group discussion were analyzed by content
analysis and Phase 3, verify the causal relationship model using a 5-rating scale questionnaire
with the reliability at 0.87. The population was 2,361 secondary school administrators under Office of the Basic Education Commission. The sample
consisted of 580 administrators determined by using sample size proportion (1 unit of parameter per 20 samples) and using multi-stage random sampling.
Statistical analysis were percentage, mean, standard deviation, Pearson's
correlation coefficient, confirmatory factor analysis and the accordance of
empirical data and using Structural
Equation Model Analysis (SEM) to confirm the model with
statistical analysis software program and using Maximum Likelihood method for parameter
estimation.
The findings
showed as follows: 1) the desirable competencies factors of school
administrators consisted of 10 competencies in the following order from the highest to the lowest: communication and
motivation, vision, staff-ability development,analysis and synthesis, teamwork, self-development, achievement focus,
transformational leadership, the use of languages and technology and
good service. 2) The developed causal relationship model of the desirable
competencies of school administrators affecting educational management under
the ASEAN declaration was composed of 3 parts; Part 1, the desirable
competencies, Part 2, the educational management under the ASEAN declaration
and Part 3, the affecting paths of observed variables. 3) The developed causal
relationship model of the desirable competencies of school administrators affecting secondary educational
management under the ASEAN declaration fitted the empirical data.
